The strategy panel is a 14x14 grid where you can place your warships and hide them in difficult locations to find.
When you place warships on this panel, you can change their locations until you press the Play button. Don't forget to rotate your warship to create more challenges.

After you hide your warships on this panel, you can start to fight with another player and shoot warships. Your enemies also hide their warships in different locations. Your mission is to predict their positions and shoot.
When you shoot correctly, there is a small explosion. If you can shoot all parts of a warship, a big explosion will created and this warship is destroyed completely.
Note that there are endless shots to shoot your enemy warships. However, the player who can shoot down warships first will win, so you should use as least shots as possible.
